  1.  Half-stuck patches

As long as your prospective inflatable boat doesn't have a motor, you won't need a marine surveyor.  You will, however, need a keen eye.  Repair patches aren't necessarily a deal-breaker for an inflatable boat, as long as they were applied professionally and properly.  If you see patches that aren't attached all the way or just look amateurish, that's a problem.

You should be checking every inch of the boat for half-stuck patches.  While the buoyancy tubes are the most logical place to find them, you need to carefully inspect the seams, too.

  1.  Tiny cracks in the hull

Not all cracks are bad.  For example, if you see some tiny cracks that are shaped like little stars, they're usually a result of normal wear and tear.  These cracks might not look pretty, but they're typically not dangerous.  Luckily, they're easy and inexpensive to fix.

But if you see small hairline cracks in the hull, that's a problem.  These can be a sign of deeper structural issues that go far beyond looks.

  1.  Loose tubes

Even with all of the advancements these boats have gone through, most of the inflatable boats for sale today have tubes that were glued on.  Manufacturers use a special glue that's designed to withstand salt, water, and rough waves, but it's still glue nonetheless.  So, if you're looking at second-hand inflatable boats, it's important to make sure that the tubes are still securely attached.

If the tubes are loose, it's probably a good idea to find another boat.  That's because the glue you would need to make the repairs can be awfully hard to find.  And, even if you find a glue that works, it likely won't be as strong as what the manufacturer originally used.

Other safety equipment that would always be advisable to have, life jackets with the numbers held on-board matching the maximum number of people you intend to have on your boat at any one time.

The correct anchorage with the appropriate length of correct chain and rope, ship to shore radio, a set of oars and a place to fit the rowlocks will not go amiss, and a couple of sets of flares.

One further item well worth consideration would be attending a local marine safety style course. A course that will give you the basics, which would cover the very basics, such as passing other ships or boats while departing or entering into the harbor, how to use the airways when using a marine radio, simple marine fishing topics but invaluable knowledge.
